It's a bear - but probably not worth fighting.
FYI - I once received a speeding ticket mailed to me by the DMV in Victoria - which had been issued by the police in Medford Oregon.
I was to send payment directly to Medford - but the fact that Victoria mailed it to me suggests a sinister degree of cooperation between these authorities.
