I can't help with the diabetic part but I'd suggest a tomato basil soup, if tomato soup is what you are after.

Next course, if seafood is your goal, some sauteed bay scallops would be nice.

For the tenderloin, get some beef/veal demi-glace and make a simple sauce. Or, make a blue cheese/roquefort compound butter to top the steaks. If you want to stick with seafood for an entree, a poached fish (sea bass, halibut, etc.) with a crab sauce would be good, and easy.

For dessert, fresh strawberries with fresh whipped cream, if that is OK for a diabetic. If not, maybe a cheese course.

Finish with some chocolate. A small quantity of dark chocolate, something without lot's of sugar.
