This is the Hall of Records behind the heads where the sculptor wanted to store permanent documents that would explain what Mt. Rushmore was if someone found it thousands of years later, sort of like the pyramids in Egypt.

You can see the drill marks in the granite. They basically drilled it out with thousands of drill holes.
The perpetual documents for history are 23 porcelean plaques explaining what Mt. Rushmore is are sealed in this monument. Again, not on the public tour.
