Not sure exactly what you're asking, but it's very straightforward - first cut (or magic-wand) the picture of the car (nice, BTW) and paste it into the background on a new layer.
To do the background, you can simply use the "change mode" to discard the color information and convert to greyscale and then various effects tools for the blur effect.
