That's a nice effect. First, you should start with as high of a quality pic as possible. The one above is fairly blurry and small. Hopefully, you have a better one.

Then, follow these steps:

1) Trace the outline of the car with one of the lasso tools. I use the polygonal lasso tool

2) Once you have the car traced. Copy it to the clipboard, then paste it on a new layer.

3) On the original background layer, remove all of the color using the saturation tool.

4) Perform a gaussian blur using the values you think look best.

That should do it!
