I'd suspect a swirl is induced in equatorial toilets by angling the jets one way or the other. Since there's no corriolis force to counteract the swirling once started, it would continue and dispose of your offending water closet sacrifices efficiently and with that nice "glug-glug-glug" that heralds a clean bowl.
But that's just speculation on my part.
