They give me the IP address from which the order was placed, and tell me it originates in Nigeria (by checking a log file on their server). I am also told that they can't find the order itself and will call me back when they find it. (I wanted to know who the flowers will be delivered to.)
I also think that the thief is in North America, not Nigeria (I think they were spoofing the IP for their orders).

It could be scammers (Nigerian, or from anywhere) using the dating services to look for a "mark." The person who received the flowers may not know the true identity of the thief, and in fact may be being set up to become a victim herself (or himself).
If your credit card company has not already notified the Secret Service, you might want to touch base with them -- it is surprising that they are telling you you will have to "dispute" charges.
This is probably bigger than just an instance of simple credit card information theft. There are probably more victims -- both credit card theft victims and fraud victims.
