As far as the low-velocity shells go, yes they've been around for years. The standard issue sidearm for Air Marshalls for many years was the "AirGuard" revolver, with low-V bullets. Still, if one is fired too close to a window or other sensitive area, you can get a decompression problem. Nothing's perfect.
