I suggest a Short term Bond fund - such as the one by Vanguard - rather than a CD.

The car is not looking too great. There is still some hope for it - note that - again - people are drawing inferences. You can do better; you can get real data. Pull the headlights and tailight housing (the whole thing) out and look; the battery box, etc. as per above; and get the car on a lift and probe every inch (seriously - 1" grid) with an ice pick. If solid, then offer $9k & see what he says.

Assume the motor is shot unless there is strong Evidence to the contrary...
