Looks like a lot of rust under the bad paint to be honest. May not be visible, but those rust bubbles suggest rust underneath. Don't know how much it costs for a bare metal respray in the US, but here it'll cost double the price of the car. I speak from experience.

And if you go to page 8 to look at the engine, you won't be too impressed too. Will need some work, and may be expensive, especially being the custom turbo it is.

I was encouraging the PO to get a PPI initially instead of relying on opinion, but those pictures do speak a 1000 words.
