Specifically, what happens when you try to boot it.
Does the screen turn on? Do you get the spinning indicator?

If nothing happens, then that's a bad sign.
If it at least trys to boot up, then that something to work with:
Try booting up from the Apple Hardware Test CD that came with your iBook.

Press the power button, insert the CD and hold down the C key to boot from the CD.
If you can get this far, run the hardware test and see what it reports.

Another option is to boot into single user mode by holding down the Command (Apple key) and S keys. Once in UNIX, type /sbin/fsck -fy
(It'll give you the instructions, but I'm just typing it here so you can see what'll happen).
This command will check the file structure of your hard drive and try to repair any problems.
Once repairs are completed, type reboot to get out of UNIX and back into the OS X GUI.

You have a lot of options if you can get the iBook to try to boot.
If it's unresponsive, take it to your local Apple Store and see the person at the Genius Bar.
