As a seller I post feedback after I get the money and ship the part. If there's an issue after the fact, I fix it. It's always worked for me.
As a buyer, I always post feedback after I get the item and confirm it's condition. I too get annoyed when sellers hold their feedback hostage until I've given them good feedback. It's pretty cheezy. But since I'm not the type of person who yanks sellers around for no reason, it really doesn't matter to me.
