It appears to me that the switch and wiring was added to the passenger compartment and it appears that the wiring was added to the rear lamps... so it leads me to believe that it was added as a safety upgrade

I can't recall with 100% certainty the answer to your question. I have seen such a switch on what is purported to be an earlier car than yours, although I'm taking someone else's word that it was original. It may have been optional before it was standard equipment. I'll do a little research and get back to you.
