There are numerous pensions near the 'ring. If he wants to drive himself on the ring, options are about one. Hertz rents sportscars in Germany that he can arrange ahead of time from this side of the pond.
If he is worried about it, go to AAA here and get an international drivers license, but his American one is accepted there for short visits.
