When did the threat occur? The Iraqi military at its' peak of capability couldn't win a war against another country located immediately ajacent to Iraq which had a weak government run by idiotic clerics.
The Iraqi government never made a threat* against America.
*Threat - an action by one government against another which must have the method with which to carry the threat to a conclusion in order to be valid. Hundreds of countries have issued verbal threats against America, the sum total reaction has almost always been, "who cares". Only a schoolyard bully-boy gives credibility to a hollow, meaningless threat.
