It looks to me like the fuel tank is damaged (possibly rust-through) and has been patched with a kit like this:

This, and many other problems, are why I felt that this was
AT MOST a $5k car.
And that may be optimistic.
edit: The 73 Targa that I sold recently was in better overall condition than this car.
