The fixtures appear to be incandescent (halogen, Xenon, etc.). With that in mind, if the entire fixture is acting up (as opposed to just one of the lamps), then your problem isn't the lamps or the lamp sockets. Suspect items would be the switch on the fixture, the connector pins (look for signs of arcing or overheating), and wire joints.
