Vacuum lines are located off the intake manifold and run to servo that moves the clutch arm. if you don't have enough vacuum the arm does not move enough to engage the clutch. If the switch is faulty on the shifter nothing will work, it uses that signal from the switch to move the servo and engage the clutch.
