My wife and I have been searching for some property that has year-round running water (large enough for fishing / relaxing) for approximately three years. We are totally turned off by the lack of ethics that we have seen demonstrated by the so called professionals... realtors. Ideally, we would like to buy directly from an individual but this weekend we saw listing in the 'Public Notices' section of our local paper. Has anyone ever done this?

I'd suggest you attempt to find property well in advance of the public auction, you're likely to be competing with those same professionals at an auction. Find some property in arrears for taxes and offer the owner a reasonable amount for his property to remove his burden, then pay the taxes which will probably have to be done for the county to record the deed, and have to satisfied parties to the deal.
