I agree. It is a very convoluted process and both Congress and the executive agencies frequently make it worse. I've been doing it for twenty years. IMO Halliburton is no worse (and in fact is usually much better) than any other large government contractor.
But they do get the lion's share of negative publicity and seem to be a particular target of the left and the MSM- presumably because of Cheney. When it comes to Procurement a lot of people just parrot what they heard and have no idea of what really happened or happens.
Most people have never heard of Darlene Druyen or the Ill Wind scandal. But they "know" all about Halliburton and seem to think everyone there should be in jail.
