With term limits from the ground up, a politician could start at the city hall level and move up to the limit of their capabilities.
The Peter principle may be avoided. They learn the job then they move up or out. Two terms and you're gone with the thanks of a grateful constituency.
You could even promote from within a staff. A staffer learns the ropes then runs for the congressman's place. There is room for corruption and it's not perfect but at least we get new blood and possibly new fresh ideas.
The thing that has to go is half dead shells of the former selves going to dies at the elephant graveyard know as the Senate.

One other thing is you can't owe a favor to or ask a favor from a person who no longer holds the power. Let's face it, political favors are what's killing our great nation.
