I watched the senior Senator from my state (Jesse Helms) disrupt the political process for most of my adult life with his fillibusters... they must've learned something along the way
. I can't even begin to count the times Jesse was the sole person holding up appointments, etc. for pure political purposes.
ps: He earned the nickname "Senator No" for this very reason.
