When I did my wheels, I used whatever spray can clear is intended for wheels at my FLAPS - I think Plasti-Cote but it may have been Dupli-Color. I did not use the associated silver because the metallic was way too coarse. I used Eastwood Rally Wheel silver and it looks great. For the crests I used paint pens - really! - for the black (or it might have been the red? I forget) and it looked great, regular modeler's paint for the other colors. I do know that I masked off for the gold and used a spray can and for the rest just did it freehand and then cleared over it all. Were I to do it again I'd wait longer before clearing (I only waited an hour or so) because it "melted" the paint slightly and I lost a little detail, but this was just for a DD with oxidized center caps so it wasn't a big loss.
