Short answer is, everything gets checked at startup, hence all of the warning lights (notice ABS\ABD takes a second or two to turn off as well).
The Oxygen sensing system does a basic check at startup (Yes, I see oxygen sensors), but it takes up to 5 minutes to finish the sull systems check.
The spoiler control logic just needs to "see" the car moving before it can signal "all systems OK"
