The OpenHydro turbine will be underwater as well.
Here in Nova Scotia, in the Bay of Fundy, (home of the highest recorded tides in the world), Nova Scotia Power is getting together with OpenHydro with a proposal to place one test unit in the upper bay. They will work anywhere there is a current of 1.5 or more knots.
Currently (no pun intended) there are studies starting up to see what the potential effects might be on sediment distribution, animal life and livelyhood of fishermen in the area. Because there is no barrier (dam) needed, it looks promising.
Large scale development of one site in the upper bay is estimated to provide 1/7 of the total energy need of the Province of Nova Scotia (~1,000,000 people).
We'll see how the environmental impact review goes.
