I would want him to have the title as soon as I had the money and signed Bill of Sale, and he has every right to insist on that, but if he is meeting you face to face, it would probably be a lot easier to go to a notary and do the title and bill of sale there. I think he is going to need the title on the US side to get the car through customs anyway.

The Bill of Sale is crucial. Your insurance company can retroactively refund any payments up to the date on the BOS, but do not drop coverage until you have that paper safely in hand.
