Swaping tubes around is generally a good idea. As tubes get old, they become microphonic. This gets much more noticeable with volume. Since the amp is a 68 your caps are just hanging in there. You can get replacement sets and do it yourself, but its a pain if you are not handy with soldering iron. At this age, the amp could have lots of issues due to aging components. I have never here that it was bad to keep the tremolo on all the time, not sure why this would be. To be honest, this one could be easy (swapping tubes), or hard (replacing all of the caps). Its a vintage amp and needs more TLC than a new one. For what its worth, my Rivera had some tube issues when it was brand new.
