HSBC Canadian Direct wouldn't do any collision on my 84, only liability. Had to go with ICBC for insurance, although not ridiculously expensive.
As far as air care I dunno. We're lucky up here as we're not smog tested. Many mods, if done correctly, will not affect smog (eg, a new chip for a Motronic module). Converting a fuel injected model to carbs will certainly bugger you up. No cat... no dice either.
You could try something like unclebilly suggests... register it outside the lower mainland. But be careful. If you crack it up on the way to work in Richmond, but it's registered to be in Williams Lake, you'll have some 'splainin to do.
