I don't think the cops are suggesting that she engaged in bondage. I think they're trying to link the pictures to a plan she had to tie up the love rival; as in she was using the pictures as guides to tie up the rival.

I have great sympathy for her and think she's being way over charged. She had a bad day and squirted pepper spray on a love rival. That's bad and should be punished as a misdemeanor like most domestic disputes get charged when no one is seriously injured. I suspect that in the final analysis we will find that the rival was in little real danger and the actions never matched up to the apparently meticulous planning she prepared.
