Mine is only the knurled knob w/ no plastic cover. I would think it probably came with that plastic cover from the factory and most of them fell off or wore away, sounds like a factory finish, but ive not seen enough of them to give a 100% answer.... I wonder if it is more difficult to turn w/ that plastic on there.. seems like it could be.
