The problem with a lot of psychotics is that it is treatable with medication.
So when the guy is on his meds, he's reasonably ok.
But when he decides to go off them, he's not.
What do you do about that? Kinda tough to have a 24 hour guard on every adult on psychotic drugs in the US.
