I don't think the idea is for the truck to be moving. I think they park it on the side of the road or in a spot adjacent that doesn't look as conspicuous.

Kansas isn't a place to speed. State Trooper Cars are all different colors: white, black, brown, pink, you name it. And no light bars.

I even saw a brand new maroon Charger that was a KS state trooper car.
