That is part of it, no doubt.
However, lets put it this way:
Your bank president promises to put many ATM machines around town. You learn later that at a board meeting he promised he would deliver a profit from their use. You then learn the software could be tampered with. And then you notice your bank account does not have the balance you projected............and there is no paper trail.
