Actually, everyone with a septic tank should be receiving carbon
credits for the toilet paper (carbon) they "lock-up" keeping it from decomposing and becoming carbon dioxide in the atmosphere!
Of course, when a septic tank is pumped those credits would become carbon debts, but I could see a trend toward installing really big septic tanks to keep the carbon locked-up indefinitely....
