Can you use a greendot prepaid visa or an AMEX giftcard to establish a new ebay/paypal account?

Im really trying not to use paypal on ebay but my resistance is futile. Im running into more and more sellers that will accept no other payment. Western Union, overnight money orders, bank wire, cash, it doesn't matter what I try to do, some of these guys just won't accept it.

I'm dealing with one of these sharp shooters right now. I want to open an entirely new ebay account with a new credit card and a new paypal just for these kinds of sellers. Do you guys know if I can do this with the prepaid Visa and AMEX giftcards?
