Cable TV competition

Why don't the cable company's have to follow the same rules as the telephone company's? Qwest, ATT (ILEC's) and the like, are required by law to allow smaller telephone company's such as Mcleod, XO (CLEC's) to co-locate within their switches, and offer service for cheaper then what the ILEC can offer the same service. How on earth did this law not affect the cable operators as well? I only have one choice for cable TV and back in Nebraska I only had one choice for cable TV.
