Help I need a solid plan

At first it was a distributor and now CIS is not working...

I thought I wanted to do things super cheap... but then I wanted ITB and orderred carbs... I was just about to snap a 3.2 so I could have my car on the road and do a rebuild at the same time... but then I realized my "plan" wasn't completely formed. Due to a backlog I have one week where I can change my PMO Carb order... or perhaps even go Jenvey

So here is the deal... I need a real plan. A complete plan. A realistic plan with a budget not exceeding 15k.

The foundation:
1980 SC
John Walker motor rebuild by PO 30K ago including:
New stock Mahle P&C
New stock Oil pump
etc...

SSI's and a Monty
Elephant Racing Monoball suspension / strut brace
915 gear box with Wevo bits, short stack of gears, Gaurd LSD
8" and 9.5" welded fuchs with 225 and 245 tires
Stock brakes with Turbo MC
Various deletes down to 2600lbs wet

The usage:
Daily driver, wanna be track whore

The requirements:
"Rip your lips off" fun
ITB

Plan #1:
Use current 3.0 as basis for build.
Pros known quantity, trust the bottom end
Twin plug heads
Open ports
High compression Mahle 98mm P&C’s
964 distributor
Rowdy Cam
Center mount oil cooler
Boxster Calipers on Carrera Rotors (Anyone hace experience with the Pro four package?)
Carbs

Plan #2:
Buy 3.2
Top End rebuild
964 cam or webcam 20/21
Carbs
