I'm by no means an electrical expert, so I asked some of the guys at work.
The first thing they asked is what do mean by blowing the relay? Are the contacts welding closed so the pump won't turn off or is it burning up the wiring in the relay? They said it's most likely a problem with the pump drawing too many amps. Put your amp meter in series on one of the pump leads to check it.
