Looks like a slight CNC progamming error as it's not normal to seat a fastener on an uneven surface. Like Brian said, this is grounds for asking Wevo, even if you are thin on cutomer time. Perhaps they have a reason for the step, but regardless 2.4 thou is hardly an issue.
If Wevo replies that this is an error, and shipping time to UK is a problem, a machine shop could clean these up with a drill press and a tool called a spot facer. It would only take them minutes.
