From what I have seen it is a rare event for anyone to actually need the fuel head mod. The stock Euro head will support nearly 400RWHP. That is a serious power level; most folks don't go that far with their builds.
The adjustable WUR however is a useful device for even mildly modded engines. A dyno run or LM1 will tell you what your A/F readings are. If you need to tweek them the adjustable WUR is the only way it can be done. The RPM solenoid may not be needed. The A/F graphs will tell you that as well.
I would not spend any money on CIS enhancements until you have an A/F graph of your setup.
