911 wont' start

First off this is a 1989 911 Carrera
Bosch Motronic fuel injection
Stock except for intake upgrade and exhaust upgrade
as well as some suspension

Obviously my problem is it won't start. Engine cranks over fine, I have fuel, but no spark. Originally we thought it was the reference and speed sensors, replaced those, still no spark. Replaced the common DME relay, no luck. So finally we broke down and sent the ECU off to Jacksonville Florida to be rebuilt. Unfortunately when it came back, still wouldn't start! I called them up and they sent it out without testing it. We shipped it back yesterday. Hopefully the Eprom failed and that's the reason. IF not i need some ideas on what to do with my dead Porsche.

I have checked every pin on the ECU connection. Checked every ground on the car, check continuity with the sensor wires, relay wires, ignition, and coil wires. I have plenty of voltage on the coil even while cranking but nothing is triggereing it to spark. Have tested with a new coil and check both coils, both are good. Even put my oscilliscope on the sensors and verified they were doing their thing correctly (and they are). Also checked all the fuses. (did that first)

So what else could possibly be wrong with this car? As far as i'm aware the ECU is in the only piece of electronics that tells the coil to fire right?
