They would not be there if there were not customers coming there to support them.
If calling the police does not help then contact your local DA or city councilman. Also talk to the other business's in your area and band together. One phone call is nice, while 5-10 are MUCH better.
If they are not interested then tell the DA that several of the local newspapers have asked about using your location to film news stories and wonder how they would feel about it?
