He's not part of the Executive branch. The Executive branch can not, I repeat, can NOT order anything on the legislative branch. The pres. can employ the power which shall force the leg. to pass a budget. Recommendations are subtle, yes. Order, no. We are talking about the one who casts the 101st vote.
