If you can stand up and sign your name...err, scratch that. If you can sign your name, you can drive/tow most anything short of an 18-wheeler. Unfortunately, we do not have as strict licensing requirements as Europeans.
(On the other hand...why are all our Eastern Bloc driver's so bad?)
