Neighbor Dilemma

So today, our across the street neighbor comes up to me and my dad. Apparently he is accusing one of our cats for "doing his business" in his garage or right around it. Although he never really caught him in the act of doing it, my cat has been known to wander his property from time to time. I don't doubt my neighbor, and I'm pretty sure that he's right about our cat. Also to add, there are a lot of stray cats in our neigborhood that could very well be suspect to this.

But anyway, he wants something done to stop this activity. Now if this was our dog, we wouldn't have a problem. It's just that cats aren't that easy to keep track of. And, to top it all off, he has been known to take cats and dump them off three cities away. I know this because his family had a cat that he eventually kidnapped and took three cities over. When asked what happened by his wife and kids, he said he didn't know what happened. He told my dad this a while ago.

To my point, him and my dad got into an argument about the subject and apparently my dad thinks that if our neighbor gets the chance, he'll take our cat. We told him, if the cat is a problem, use a broom, hose, whatever, just don't hurt him or doing anything to him. He doesn't seem too reluctant. What should I do?
