There are some $@*&ing cats that wander around my townhome complex and constantly mark my car cover as there own. I don't mind cats, but that really ticks me off. Cover stinks and I have to be careful touching it.

The pet store I go to for my birds, chameleon etc., had a can of "Four Paws" repellent for cats and dogs. It seems to work. Spray the ground around the garage door everyday. I think it's a watered down pepper spray. It's not really offensive to me and don't ask how I know what pepper spray smells like. It's was about $8.-, maybe worth a try.

Buy a can and give it to your neighbor.
