Shows your neighbor that you aren't dismissing his concerns... that could go a long way if he is pissed from arguing with your father.
Keeping the cat indoors will be next to impossible if he's used to being outside.
If you do keep him inside, don't tell your neighbor. That way if a cat pees again and he accuses your cat, you can eliminate him from the list of suspects.
