Thanks for all the replies, I can understand both points here. Yes it is my pet and my responsibility, but he's a cat. Cat's aren't exactly the type of animal to follow directions from their owner like a dog does, which we have. Anyway, I did note there are a lot of strays in the neighborhood and my neighbor hasn't exactly caught my cat red handed. Which he also noted that he has seen several strays in the same area on his property.
Our cats are very nice and don't cause many if any problems around here. About 90% of the day our cats hang around the house or the yard. They don't really bother anyone else in the neighborhood. I understand our neighbors concern, but as pointed out by someone, getting little animal leftovers left on your lawn or anywhere else is just a neighborhood thing that you kind of have to put up with. Yes, there is a line that has to be drawn, say if he did his business in a car or "in" the house, thats different. But this is an outside thing.
By the way, he's not the only one that's had animal problems. We have had and still have stray cats that live under our house and in the far corners of our backyard. We know they're there, but they don't bother us. There was only one cat that was ever a nuisance to us. It was stray and we relocated it. But it was Stray! Actually catching it was a combination of perfect timing and dumb luck. We would have taken it to the pound, but it was the middle of the night and we really didn't want to look after it.
