I remember his speech in the early Iraq congressional hearings on an 72 billion dollar addendum for US troop provisions and training for the New Iraqi Police. He stated that the money would secure Iraqs borders from insurgents because it was an Iraq security issue. Open borders posed a threat to stability of a free and independant Iraq.
