There are three main possibilities:
1) The relay G2 is malfunctioning.
2) There are a series of diodes that prevent reverse current when the car is running from going to the lights, one of those may be shorted.
3) The ignition switch may be busted (low possibility).
Without trouble shooting in more detail its hard to tell.
